The scope of funding to subsidize the difference of interest rates of investment credit loans of the State for the Development Assistance Fund shall include the interest rate difference and management charge, applicable to projects with loans from domestic capital sources. The levels of funding shall be determined on the basis of the difference between the average interest rates of domestic capital sources (including non-interest capital sources) and designated loan interest rate and the enjoyed management charge. The sources of subsidized funding for the Development Assistance Fund shall be included in annual State budget estimate.- (Summary)
