To allow households and individuals in the communes under the Program on socio-economic development of communes meeting with great difficulties in mountainous, deep-lying and remote areas under the Prime Minister's Decision No. 135/1998/QD-TTg of July 31, 1998, and ethnic minority households and individuals in the Central Highlands that are allocated land under the Prime Minister's Decision No. 132/2002/QD-TTg of October 8, 2002, when being granted certificates of dwelling house ownership and residential land use right but having not yet paid or having paid not in full the registration fees, to debit their unpaid registration fees amounts.

This Decision takes effect 15 days after its publication in the Official Gazette.- (Summary)
